<li>MOTION (ROSENDAHL &#8211; GREUEL) relative to an offer of reward for information leading to the identification, apprehension, and conviction of the person(s) responsible for the abduction of Greg, Alex and Zaven Silah on July 2, 2008.Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:
<ol>
<li>PROVIDE an offer of reward in the amount of $25,000 for information leading to the identification, apprehension, and conviction of the person(s) responsible for the abduction of Greg, Alex and Zaven Silah on July 2, 2008.</li>
<li>FIND that the subject reward complies with the provisions of Chapter 12, Article 1, Division 19, of the Los Angeles Administrative Code.</li>
<li>DIRECT the City Clerk to publish the required notices and/or advertisements to effectuate this reward.</li>
</ol>

</ul>
<p>The family of the children would like to offer their sincerest gratitude to <a href="http://www.lacity.org/council/cd11/">Councilman Bill Rosendahl</a>, 11th district for entering the motion and <a href="http://www.lacity.org/council/cd2/">Councilwoman Wendy Greuel</a>, Second District for her second.</p>

<span class="date">August 15, 2008</span><br />
On or about July 2, 2008, John and George Silah, brothers from the Westchester area, fled with their respective children Greg, Alex, and Zaven Silah in spite of court orders prohibiting them from doing so. They have not been seen or heard from since that date. Felony warrants have been issued for both men and bail was set at $500,000 each.<br />
The suspects represent a threat to the safety of their children; therefore it is appropriate for the City of Los Angeles to offer a reward for information leading to the identification, apprehension and conviction of the person or persons responsible for the abduction of Greg, Alex, and Zaven Silah.I THEREFORE MOVE that by adoption of this Motion, the City Council provide an offer of reward for<br />
information leading to the identification, apprehension, and conviction of the person or persons<br />
responsible for the abduction of Greg, Alex, and Zaven Silah, residents of the City of Los Angeles, on<br />
July 2,2008, and in support thereof, make the following findings pursuant to Division 19, Chapter 12,<br />
Article 1 of the Los Angeles Administrative Code:</p>
<ol>
<li>That the abduction of Greg, Alex, and Zaven Silah was caused by the willful misconduct of one or<br />
more persons.</li>
<li>That this offer of reward is consistent with and taken for the immediate protection of the public peace, health and safety of local residents, as well as visitors to the City, and is consistent with the need to arrest and convict the person or persons who, because of not being apprehended, could by their actions further terrorize and present a continuing and immediate menace to the rights of persons in the City.</li>
<li>That what happened to Greg, Alex, and Zaven Silah is an especially disturbing crime and therefore, as a matter of public policy, the City hereby offers a reward as an added inducement for persons to come forward with information leading to the identification, apprehension and conviction of the person or persons responsible for the abduction of Greg, Alex, and Zaven Silah.</li>
<li>That the sum of $25,000 shall be the aggregate maximum sum of any payment or payments of a City reward in this instance.</li>
<li>That the offer of reward shall be in effect for six months from the date of the advertisement of the<br />
reward by the City Clerk.</li>
</ol>
<p>I FURTHER MOVE that the City Clerk be directed to cause notices and/or advertisements to be duly published according to the requirements of Division 19, Chapter 12, Article 1 of the Los Angeles Administrative Code, and to thereby cause the offer of reward to become effective.</p>

<p><strong>WHY</strong>: To provide updates on the missing Silah children—Alex age 12, Greg age 10, and Zaven age 8—and to ask the media to help get the word out about the tragic abduction by the boys’ fathers John and George Silah, who now have felony arrest warrants issued against them (August 1, 2008) and who are allegedly running from would-be killers who have left more than 44 violent voice mail messages on their cell phones (which indicates that the children are in imminent danger.</p>
<p><span id="more-81"></span></p>
<p><strong>WHO</strong>:</p>
<ol>
<li>Lieutenant Richard Mossler of the LAPD will be providing the latest developments of the case and asking for the media and public’s help in locating, recovering and retrieving the Silah children.</li>
<li>Ronald Brot of Brot &amp; Gross LLP, the family law attorney who represents the two mothers of the missing Silah boys and who has been assisting the mothers since the boys went missing on or around July 2, 2008. He will address the meaning of the abduction charges, court orders issued on July 24, 2008 in LA Superior Court, as well as the mothers’ rights.</li>
<li>Zanni Meguerian, mother of Alex and Zaven, and Christine Jeanbart, mother of Greg, will send out a message to the children and make an appeal to their ex-husbands to return their children unharmed.</li>
<li>Lt. Mossler, attorney Ronald Brot, and both mothers will be available to answer questions regarding the case.</li>

			<content:encoded><![CDATA[<p><strong>LOS ANGELES (CBS)</strong> &#8211; Felony arrest warrants have been issued for two brothers suspected of kidnapping their three sons a month ago, the mothers&#8217; publicist announced Saturday.</p>
<p>The arrest warrants for George Silah, 46, and Jean John Silah, 47, were issued Friday after the Los Angeles District Attorney&#8217;s Office determined they may have abducted the children, according to Cherie Kerr of KerrPR.</p>

A District Attorney spokesperson was not immediately available for comment.</p>
<p>John Silah picked up his child, 9-year-old Greg, from his ex-wife for a summer vacation visit on June 23.</p>
<p>A court order obligated him to return Greg to his mother by July 2.</p>
<p>He failed to do so, and police noted that he had threatened to take their son to his home nation of Syria in the past.</p>
<p>At the same time, George Silah had his two sons, Alexander Silah, 12, and Zaven Silah, 8, at the home the brothers shared with their parents in the 7300 block of West 81st Street.</p>
<p>He was scheduled to take his sons on a cruise on July 5, but never made<br />
that cruise.</p>
<p>The mothers of the boys hired a public relations firm to tell their side of the story.</p>
<p>They claim the two men have received threats against their lives, and are worried because the three sons are apparently with their fathers.</p>
<p>There is a $500,000 bond on both brothers, according to the family law attorney for the mothers of the missing children, Ronald Brot of Brot &amp; Gross in Sherman Oaks.</p>
<p>&#8220;These children have been missing since early July and we have reason  to believe they are in danger,&#8221; Brot said.</p>
<p>&#8220;We are hopeful that with these warrants the pursuit of the children will be stepped up considerably. We want these children home with their mothers where they belong.&#8221;</p>
<p>They were last thought to be in a stolen, silver Infiniti G-35, plate number 6DZS016, despite earlier reports that they had taken the three boys and fled to Syria.</p>
<p>Authorities do not believe the two fathers have left California.</p>
<p>Zanni Merguerian, mother of Alex and Zaven, and Christine Jeanbart, mother of Greg, pleaded for the fathers to return their sons unharmed.</p>
<p>&#8220;We&#8217;re begging them to drop the children off in a safe place so they may return home,&#8221; said Zanni Merguerian.</p>
<p>&#8220;Our children must be terrified,&#8221; said Christine Jeanbart.</p>
<p>According to the mother&#8217;s publicist, the recent investigation of the brothers&#8217; abandoned home revealed that the brothers left in a hurry sometime on or shortly after July 2, and George Silah&#8217;s girlfriend disappeared at the same time.</p>
